I dont understand why Ethiopia isnt trying harder to prevent another return to chaos. Not with troops because they cant afford it, but with better control over a puppet regime.
There was no way for them to build any sort of puppet regime and no way to maintain control other than through force of arms. Neither was going to pay off in the long run. Far easier to knock down the regime they didn't like and then wait for it to re-emerge before knocking it down again - or threatening to do so.
