There aren't enough security folks within State to cover current obligations. I got it. It's better to outsource the work than add a large number of employees who won't be needed a few years down the road...I got that too. But State has GOT to show the ability to manage its contracts and select contractors who are capable of operating in politically sensitive environments. This is ridiculous.
