Can AQ evolve from dead end terror to a real "movement?"

It is starting to see that terrorism is only one of many tools in its arsenal and that changing minds matters more than changing policies."
AQ's historic weakness has been their inability to move beyond terrorism alone as a means to influence. If they can evolve into the organization Professor Brachmann describes, it certainly changes the nature of the threat - and should change the nature of te campaign against them.
